The PSHRA-CCC provides local HR professionals with an opportunity to network with other local HR professionals and at least four (4) professional development opportunities per year. 

Jill Barr serves as the Assistant Director of Human Resources for the County of Fresno, where the mission is to attract and develop a dedicated workforce committed to the advancement of our communities. With 8,500 full-time positions and 22 bargaining units, the Department encompasses key functions such as Labor Relations, Recruitment, Classification and Compensation, Leadership and Development, and managing the County’s Risk Management Internal Service Fund, which supports Risk Management and Employee Benefit programs.

Jill has a personal passion for leadership and career development, particularly in empowering County employees. While focusing on Countywide HR solutions in her current role, Jill previously served in the Internal Services Department, overseeing board agenda items, contracts, performance management, safety programs, workers’ compensation, and employee leaves and accommodations.

Julie Maxwell brings 28 years of dedicated professional experience working in the public sector and has spent the last 4 years focusing on Human Resource responsibilities within several Fresno County departments.  Julie consistently strives to balance the needs of the department with advocacy and assistance for the employees.
