Jill Barr President Jill Barr serves as the Assistant Director of Human Resources for the County of Fresno, where the mission is to attract and develop a dedicated workforce committed to the advancement of our communities. With 8,500 full-time positions and 22 bargaining units, the Department encompasses key functions such as Labor Relations, Recruitment, Classification and Compensation, Leadership and Development, and managing the County’s Risk Management Internal Service Fund, which supports Risk Management and Employee Benefit programs. Jill has a personal passion for leadership and career development, particularly in empowering County employees. While focusing on Countywide HR solutions in her current role, Jill previously served in the Internal Services Department, overseeing board agenda items, contracts, performance management, safety programs, workers’ compensation, and employee leaves and accommodations. | Norbela Luis Secretary/ Treasurer Norbela Luis is a seasoned Human Resources professional with over a decade of experience in public sector HR. She began her HR career with the Merced County Human Services Agency in October 2010, where she served until August 2021, and later continued her service with the Merced County Department of Public Health from August 2021 through March 2023. She holds a Bachelor’s degree in Organizational Leadership from Fresno Pacific University and is a certified Senior Certified Professional (SCP) through the Public Sector Human Resources Association (PSHRA). Currently serving as the Secretary/Treasurer of the Central California Chapter of PSHRA, Norbela brings extensive expertise in employee leaves and accommodations, workers’ compensation, performance management, coaching, recruitment, onboarding, employment investigations, and policy development. With a strong commitment to supporting equitable and effective HR practices, she continues to champion initiatives that promote workplace accountability, professional development, and organizational excellence in the public sector. | Karen Rodriguez Past President
Karen Rodriguez, MBA, has over 25 years of professional and management experience in public sector Human Resources. Her expertise spans employee recruitment and selection, classification and compensation, labor and employee relations, and policy development. Karen currently serves as a Project Consultant at CPS HR Consulting, a position she has held since 2020. Previously, she was a Senior Consultant at the same company from 2013 to 2020. Her earlier roles include Assistant Director at Merced County Department of Child Support Services and Staff Services Manager at Merced County Human Services Agency. Karen earned both her Master and Bachelor of Science degrees in Business Administration from the University of Phoenix. Additionally, she completed her general education at Merced College. She holds a certification as a Human Resources Senior Certified Professional (IPMA-SCP) and is the President of the Central California Chapter of the PSHRA. |
